Director - Smart Financial Services Division
Amna bin Lootah enjoys 12+ years of experience in smart financial governance, mobility & transportation systems management, IT Management, financial management, operational & business management, technical, operational & financial audit, business management, security management and strategic planning.
Previously she worked with Dubai’s Roads and Transportation Authority in the position of Mobility Management and Transportation Information Section Manager in Public Transportation Agency. She also worked in Alrowad IT Solutions Company (Part of AD Police and MOI) as the Director of Finance & Admin Department. Before Alrowad, Amna worked in the Internal Audit Department at the Dubai Municipality.
Amna bin Lootah holds a master’s degree with honours in IT Management from Wollongong University. She also holds a bachelor degree from Dubai Women’s College in Business IT, in addition to a high diploma in Business IT.

Smart Financial Services Division strives to achieve leadership and innovation in the governance of revenue streams through the Electronic payment gateway of Dubai Government and provide outstanding smart financial services. Through effective governance, Smart Financial Services Division controls all financial operations and developments of the smart financial services through the Electronic payment gateway. Under the department of finance strategic vision, Smart Financial Services Division succeeds in achieving best practices while utilizing our financial resources of the government and strengthening the relationships with our strategic partners.
Smart Financial Services Division was established in 2014 to provide a strong regulatory environment. This is due to the shifting environment of the government of Dubai towards providing smart governance. Moreover, the division accomplishes to provide services to all government entities, Semi Government, and Private sectors involved in the electronic payment gateway.
The division aims to ensure comprehensive monitoring and reconciliation with high competence from revenue generated from E-services. In addition, the shift of smart financial services resulted in developing new revenue mechanisms through the electronic payment systems and other payment gateways to increase our revenue streams and to support the shift towards smart financial services. This division aims to follow the best practices to provide the best services and achieve customer satisfaction & loyalty.
Department of Finance is keen on the information security management efficiency of our customers. As the Government of Dubai moves towards smart financial services, the division manages to minimize and control the risk of fraud, forgery, and complaints to assure the customers satisfaction. Moreover, the government’s commitment is to reduce government expenses and increase revenues within the sphere of electronic payments. In conclusion, our division aims on attracting new entities in the Electronic payment gateway of the government of Dubai.
