Director - Management Accounting Division


Ahmad Ali Ahmad Meftah is the director of the Management Accounting division at the Government of Dubai’s Department of Finance (DOF) since January 2013. His duties include providing operational support to the Executive Director for the implementation of the government budget, overseeing the issuance of the consolidated financial statements, Development of the government Accounting Standards and providing counseling and accounting support for government entities as well as improving the overall internal control over the daily business and financial transaction through compliance and governed procedures.
 

Ahmad previously headed the technical and accounting support section at DoF from 2008 to 2013. He was responsible for Implementing Dubai Government Standards, Accountancy and Technical support to all government departments. 

 

His previous experience was again in the technical and accounting units, where he worked in Writing and implementing Dubai Government Standards, Accountancy support and preparing consolidated Financial Statements to all government departments.

 

From 2006 until August 2008, Ahmad headed of GL and FA units, where he maintained and supervised all different financial transactions, fixed asset additions and assignments and generated management reports from the ORACLE.

 

Ahmad worked as an accountant in the at the Economic Development Department from 2006 until 2007 where he was responsible for bank reconciliation, preparing financial statements, issuing payment checks, managing cash control and supervising accounts receivable, budget & revenue. Before that, he had worked as a junior auditor at Amlak financing Co. from 2004 until 2005.

 

Ahmad Graduated from Dubai Men’s College with a higher diploma in accounting with a GPA of 3.65, from the business section in 2002.

 

He holds a bachelor degree in business management (accounting) from Dubai College, completed the Mohammad Bin Rashed Program for leadership development “promising leader” in 2010.

 

In addition to this, Ahmad performed the UAE national Service Duties in 2015.

 

His training courses include Essentials of Effective Public Financial Management, Managing Transformation of Self & Organization and The Finance and Budgeting MBA.

   
 

About Management Accounting Division:

It supports taking strategic and administrative decision making at the level of the Government of Dubai's Finance Department, in particular through the development of guidelines and instructions regarding documenting and preserving the accounting records of Government of Dubai’s entities in accordance with the Department’s accounting standards. Moreover, it advises the Executive Director of Central Accounts Division on how Departments should commit to these instructions.
