Established in June 2016, Airport Financing Company FZCO (FINCO) is the primary financing vehicle for Dubai's both airports, Dubai International and Al Maktoum Airport. FINCO is the financing arm of the Government of Dubai to fund the expansion, enhancement and development of Dubai airports.

The Special Purpose Vehicle company, which operates from the Government of Dubai's Department of Finance (DOF) premises, is owned by DOF, Investment Corporation of Dubai and Dubai Aviation City Corporation.

DOF's Director General H.E. Abdulrahman Saleh Al Saleh is FINCO's Chairman of the board, with members include Mr. Jamal Hamed Al Marri, Mr. Abdulla Belyoahah, Mr. Saif Al Yaarubi and Mr. Hassan Al Nahdi.
