With over 20 years of professional experience in management consultation in the domain of public financial management, fiscal reforms, business and IT transformation reforms; Mohammed Zaitoon plays a vital role in leading the Dubai Government fiscal, accounting and applications modernisation and transformation reforms to better manage macro-economic challenges and optimise the generation and allocation of funds of the Emirate's Public Budget.
Throughout his role, Mohammed has enabled transformation in many government entities to help them achieve their goals, becoming a recognised leading expert in leading fiscal & financial reforms including performance budgeting transformation, cash to accrual transformation, GFMIS system implementation, ERP Implementations, EPM (Hyperion) implementations, accrual budgeting techniques, VAT project and government service costing programme.
Mohammed is Certified Management Accountant professional and has a BSc. Degree in accounting and management. He attended many professional courses in leadership, team dynamics, project management, sales techniques, negotiation and public speaking.
The Systems Development division at DOF is responsible for developing the strategic plans for the smart transformation of programmes and projects for the development of the central financial systems of the Government of Dubai. The division develop financial systems and service automation improvement plans, as well as developing a plan of action for projects and programmes to be implemented and monitored at the government level. The division also provides technical support to the Government of Dubai in terms of applications and financial systems, and coordinates training courses on financial systems.
